Optimal provision of basic material needs: providing basic needs for a better life

THE MUNICIPALITY OF ROSARIO BATANGAS has a vision statement with both "outward-looking" and "inward-looking" components, ten vision elements, and 25 success indicators. However, the Comprehensive Land Use Plan (CLUP) 2016-2-2030, Comprehensive Development Plan (CDP) 2016-2025, and Executive-Legislative Agenda (ELA) of 2020-2022 and 2022-2025 iterations do not provide clear descriptions of these elements. Therefore, we will present our interpretation of these vision elements in a series of posts, using the 17 Sustainable Development Goals (SDGs) 2030, Philippine Development Plan (PDP) 2023-2028, and CALABARZON Regional Development Plan (RDP): 2017-2022 Midterm Update as a guide. Our goal is to show how achieving these vision elements can improve the lives of the people of Rosario and lead to prosperity. This is the fourth post of a 25-part series.

THE PROVISION OF BASIC MATERIAL NEEDS is a critical success indicator of the vision statement of the Municipality of Rosario, Batangas, Philippines. The 17 Sustainable Development Goals (SDGs) 2030, Philippine Development Plan (PDP) 2023-2028, and CALABARZON Regional Development Plan (RDP): 2017-2022 Midterm Update recognize the importance of providing basic material needs to individuals for sustainable development.

Basic material needs refer to the basic necessities required for human survival and well-being, such as food, water, shelter, and healthcare. In Rosario, ensuring the optimal provision of these needs is crucial to improving the quality of life of individuals and the overall development of the community. In our perspective, basic material needs at the household level may simply refer to having sufficient clothing and footware, appropriate cooking and eating utensils, as well as basic furniture and fixtures in the home.

By aligning our actions with the SDGs, PDP, and RDP, we can create a community that prioritizes the optimal provision of basic material needs. This can lead to various positive outcomes such as reduced poverty rates, increased access to healthcare, and improved standard of living.

For instance, the SDG 2 aims to end hunger, achieve food security and improved nutrition, and promote sustainable agriculture. In line with this goal, we can focus on increasing agricultural productivity in Rosario, ensuring that individuals have access to sufficient and nutritious food.

Additionally, the PDP emphasizes the importance of improving access to healthcare services through the implementation of programs such as the Universal Health Care Law. By providing universal health coverage, we can ensure that individuals have access to quality healthcare services, which can improve their overall well-being.

Furthermore, the RDP recognizes the importance of providing affordable housing and access to basic services such as water and sanitation. By implementing programs that provide access to affordable housing and basic services, we can improve the standard of living of individuals and reduce poverty rates in Rosario.

WE BELIEVE that the optimal provision of basic material needs is a critical success indicator of the vision statement of Rosario, Batangas, Philippines. By aligning our actions with the SDGs, PDP, and RDP, we can create a community that prioritizes the provision of basic material needs, leading to overall prosperity and sustainable development. OPTIMAL SOCIAL WELFARE AND DEVELOPMENT is a crucial success indicator of the vision statement of Rosario, Batangas, Philippines. A community that prioritizes the well-being and development of its citizens is more likely to thrive and achieve sustainable development. The 17 Sustainable Development Goals (SDGs) 2030, Philippine Development Plan (PDP) 2023-2028, and CALABARZON Regional Development Plan (RDP): 2017-2022 Midterm Update provide a guide for achieving optimal social welfare and development in Rosario.

The first step towards achieving optimal social welfare and development is to promote access to basic services and resources. The SDG 1 aims to end poverty in all its forms and dimensions by 2030, while SDG 2 aims to end hunger and improve nutrition. In line with these goals, the PDP emphasizes the need to provide access to basic services such as education, healthcare, and social protection to all citizens of Rosario. Providing access to basic services and resources is crucial in ensuring that everyone has the opportunity to achieve their full potential and contribute to the overall development of the community.

Social protection programs patterned after the Pantawid Pamilyang Pilipino Program (4Ps), can provide financial assistance to poor households, ensuring that they have access to basic needs such as food, shelter, and healthcare. This can help reduce poverty rates and increase the standard of living for individuals and families in Rosario.

Another important aspect of optimal social welfare and development is promoting economic growth and employment opportunities. The SDG 8 aims to promote sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work for all. The PDP also emphasizes the need to promote job creation and entrepreneurship to drive economic growth. By creating a supportive environment for businesses and entrepreneurs, Rosario can attract investment, create jobs, and drive economic growth, leading to increased social welfare and development.

Furthermore, optimal social welfare and development requires creating a safe and inclusive community. The SDG 11 aims to make cities and human settlements inclusive, safe, resilient, and sustainable. In line with this goal, the PDP emphasizes the need to improve public safety and create inclusive communities where everyone feels welcome and included. By creating a safe and inclusive environment, Rosario can foster social cohesion and promote the well-being of its citizens.

WE BELIEVE that optimal social welfare and development is a crucial success indicator of the vision statement of Rosario, Batangas, Philippines. By aligning our actions with the SDGs, PDP, and RDP, we can create a community that prioritizes the well-being and development of its citizens, leading to overall prosperity and sustainable development. Optimal health: a critical success indicator of the vision statement of Rosario Batangas

IN ROSARIO, ACHIEVING OPTIMAL HEALTH can lead to various positive outcomes. Healthy citizens are more productive, better educated, and can contribute more to the local economy. Moreover, healthy individuals are more resilient in times of crisis, such as natural disasters or pandemics, which can help mitigate the impact of such events on the community.

The current state of health services and sanitation in the locality is acceptable, with improvements made in the Office on Health Services – Rural Health Units (OHS-RHU) structure and services over the past two decades. The three existing Rural Health Units, located in Poblacion B (RHU-I), Barangay Alupay (RHU-II), and Barangay Calantas (RHU-III), are staffed with doctors, public health nurses, midwives, and sanitary inspectors. 

However, these facilities are still insufficient to meet the medical needs of the populace, and there remains a gap in achieving the ideal health personnel-to-population ratio. Nevertheless, the health service delivery may still be considered effective, with medical staff from the RHUs providing regular services such as an expanded program on immunizations, maternal and childcare, and management of simple medical conditions.

Daily health services are provided by trained barangay health workers (BHWs), who perform tasks such as vital signs taking and first aid due to insufficient manpower. In addition, there are government and private secondary hospitals in the municipality, as well as medical, maternity, and dental clinics and pharmacies, which provide subspecialty services for better patient management and care.

However, with a growing population up to 2030, there will be a need for additional facilities, including at least 12 barangay health stations (BHS), to adequately meet the demands for health services.

To achieve optimal health, we need to focus on various aspects, including access to healthcare, clean water and sanitation, proper nutrition, and physical activity. By incorporating these elements into the overall vision for Rosario, we can create a community that fosters healthy living and sustainable development.

To illustrate this point, let us consider some specific actions that can be taken in line with the SDGs, PDP, and RDP. For instance, the SDG 6 aims to ensure access to clean water and sanitation for all. By improving the water supply and sanitation infrastructure in Rosario, we can prevent water-borne diseases and improve the overall health of the population. Additionally, the PDP emphasizes the importance of expanding the health workforce and improving access to primary care services, which can help address the gaps in the current healthcare system.

WE BELIEVE that optimal health is a critical success indicator of the vision statement of Rosario, Batangas, Philippines. By aligning our actions with the SDGs, PDP, and RDP, we can create a community that prioritizes health and well-being, leading to overall prosperity and sustainable development. Let us work together towards a healthy and thriving Rosario.

Optimal income security and economic security: the keys to resilience:

OPTIMAL INCOME SECURITY AND ECONOMIC SECURITY are two critical components of sustainable development. Achieving these goals helps to reduce poverty, inequality, and promote overall well-being in society. They aim to ensure that people have adequate and stable income and access to basic needs and opportunities for development.


Success Indicator 01 Income Security and Economic Security

The Sustainable Development Goals (SDGs) is a global framework adopted by the United Nations that outlines 17 goals to be achieved by 2030. SDG 1 aims to eradicate poverty, while SDG 8 focuses on promoting sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work for all.

In the Philippine Development Plan (PDP): 2023-2028, the government outlines its strategies and programs to achieve its development goals, including reducing poverty and promoting economic growth. The CALABARZON Regional Development Plan (RDP): 2017-2022 Midterm Update is a more localized plan that identifies development priorities for the CALABARZON region in the Philippines with a declared vision of a "globally competitive industrial region where its people enjoy a matatag, maginhawa, at panatag na buhay."

To achieve optimal income security, there needs to be a balance between income generation and income protection. Individuals and families should have access to decent work and fair wages, as well as social protection programs such as unemployment benefits, health insurance, and pension plans. This requires the government to invest in education, training, and infrastructure to promote economic growth and create employment opportunities.

On the other hand, economic security refers to the ability of individuals and communities to withstand economic shocks and uncertainties. This includes having access to financial services, such as savings accounts and insurance, as well as social safety nets, such as cash transfers during times of crisis. Building economic security requires a focus on resilience and sustainability, which means promoting diversity in economic activities and investing in disaster risk reduction and climate adaptation measures.

To promote optimal income security and economic security, it is essential to prioritize investments in education, health, infrastructure, and social protection programs. Governments can also create an enabling environment for private sector investment and promote inclusive economic growth. In addition, it is crucial to promote environmental sustainability and climate resilience in all development activities to ensure that gains in income security and economic security are not undermined by environmental degradation.

WE BELIEVE, overall, achieving optimal income security and economic security requires a comprehensive and integrated approach that considers social, economic, and environmental factors. By prioritizing investments in these areas, we can work towards achieving the SDGs, as well as the Philippine Development Plan and the CALABARZON Regional Development Plan and build a more sustainable and prosperous future for all.

Breaking Down the Elements of Rosario, Batangas' Vision: A Closer Look
This article is part two of a two-part series that examines how the Municipality of Rosario in Batangas, Philippines, envisions its future. It uses the Guide to CDP Formulation for LGUs by the DILG as a framework to identify and evaluate the components, elements and indicators of success for its vision.

A COMPREHENSIVE DEVELOPMENT PLAN (CDP) is a document that outlines the long-term goals and strategies of a local government unit (LGU) to improve its quality of life and service delivery. It serves as a blueprint for LGU’s development interventions and resource allocation.

A CDP is not just a wish list of projects and programs. It is a result-oriented plan that reflects the LGU’s vision, mission, values, and priorities. It also aligns with national and regional development plans and policies.

But how do you know if your CDP is effective? How do you measure its progress and impact? How do you ensure that it responds to the needs and aspirations of your constituents?

This is where vision element “success indicators” come in.

Vision element “success indicators” are measurable means of determining whether a vision element has been achieved or not. A vision element is a desired outcome that reflects what an LGU wants to be or achieve in terms of its development goals.

Vision element “success indicators” are also known as key result areas (KRAs), key performance indicators (KPIs), or metrics. They help LGUs monitor and evaluate their CDP implementation and identify areas for improvement.

INTRODUCTION

VISION is defined as a statement that describes the desired future state or long-term goal of a local government unit (LGU). It represents the LGU's aspirations and serves as a guide for its development direction, according to the Guide to Comprehensive Development Plan (CDP) Formulation for Local Government Unit published by the Philippine Department of the Interior and Local Government (DILG).

The vision statement of an LGU should align with the national government's aspiration for LGUs to achieve their fullest development as self-reliant communities and become effective partners in realizing national goals, rather than deviating from it. This is stated in Section 2(a) of the Republic Act 7160, which defines LGUs as political and territorial subdivisions.


VISION OF LGU ROSARIO, BATANGAS: EVOLUTION OVER THE YEARS

The vision of LGU Rosario, Batangas has evolved over the years to adapt to the changing needs and circumstances of the community. Initially focused on the core values its people and community, the vision later shifted towards basic infrastructure development and economic development and is currently focused on sustainability and environmental protection.

The Comprehensive Land Use Plan and Zoning Ordinance: 2000-2010 of the of the Municipality of Rosario, Batangas stated its vision statement in Filipino:

ANG ROSARIO, BATANGAS na isang maunlad na bayan at modernong lungsod kung saan masigla ang ekonomiya, kakaunti na ang naghihirap, malinis, maganda at maayos ang kapaligiran at matahimik ang pamayanan.

Ang Rosario, Batangas na kung saan ang mga mamamayan ay may pagkakaisa at pagtutulungan, sapat na hanapbuhay, sapat na edukasyon, sariling pagsisikap at malinis na kalooban.

Ang Rosario, Batangas na kung saan ay pinahahalagahan ang buhay kabanalan, matapat, karapatdapat at matatag na mga namumuno, magandang sistema ng pamahalaan, magandang kinabukasan ng mga kabataan, pagkakapantay-pantay, pag-unawa, pagpaparating ng hinaing at pagiging mabisang huwaran.

This translation may be rough, but vision can be expressed in English as:

Rosario, Batangas is a developed town and modern city with a thriving economy, prosperous people, a clean, beautiful, and well-maintained environment, and a peaceful community.

In Rosario, Batangas, the citizens are united and cooperative, with sufficient employment, education, self-reliance, and a clean conscience.

Rosario, Batangas values a life of sanctity, honesty, deservingness, and steadfast leadership, with a good government system, bright future for the youth, equality, understanding, expression of grievances, and being an effective role model.

Vision 2016-2020 of the Municipality of Rosario, Batangas

Upon revisiting the vision statement in the preceding CLUP, the Municipality of Rosario, Batangas has formulated the following updated vision statement:

Isang maka-Diyos, masigla at matatag na pamayanang namumuhay ng maayos sa panirahang may sapat na mga pagawain sa ilalim ng isang pamahalaang patnubay ang maka-kalikasan at makatarungang pamumuno.

A God-loving, dynamic, self-reliant, and empowered community enjoying viable and livable human settlements with sufficient infrastructure governed by the principle of sustainable development with equity.

The current ELA contains the latest version of the vision statement for the Municipality of Rosario, Batangas. It includes a revised version of the vision statement in Filipino and a minor update in English, specifically adding the word "resilient" highlighted in dark red to describe its human settlements integrated within the Climate Change and Disaster Risk Assessment framework:

Moving forward, we will be analyzing the structure of the most recent vision statement of the Municipality of Rosario, Batangas as outlined in the ELA 2022-2025, in relation to our main source, the Guide to Comprehensive Development Plan (CDP) Formulation for Local Government Units. The unity vision of the municipality has 5 elements, 10 descriptors and 25 success indicators.

2 COMPONENTS OF THE VISION


"Outward-Looking" Component

The "outward-looking" component of a vision refers to the part of the vision statement that focuses on the LGU's external environment, particularly its relationships with other entities outside the LGU. This component of the vision statement describes the LGU's desired role and contribution to the broader community or society. It emphasizes the LGU's commitment to collaborate with other LGUs, government agencies, private organizations, and other stakeholders to achieve shared goals and objectives. The "outward-looking" component of the current vision statement is:

"Inward-Looking" Component 

The "inward-looking" component of a vision refers to the part of the vision statement that focuses on the LGU's internal environment, particularly its own strengths, weaknesses, and opportunities for improvement. This component of the vision statement describes the LGU's desired future state in terms of its own capacity to deliver services and achieve its goals. The "inward-looking" component of the current vision statement is:

The inward-looking component of the vision statement is essential in promoting self-awareness and introspection within the LGU. It encourages the LGU to identify its own strengths and weaknesses, and to develop strategies to address any gaps or deficiencies. By adopting an inward-looking perspective, the LGU can improve its own performance and enhance its capacity to deliver services and meet the needs of its constituents.

The inward-looking component of the vision statement should be complemented by an outward-looking perspective that considers the broader context and the LGU's role in the wider community or society. By balancing both perspectives, the LGU can develop a comprehensive and integrated vision that is both internally consistent and externally relevant.


5 ELEMENTS OF THE VISION

In the context of the Guide to Comprehensive Development Plan (CDP) Formulation for Local Government Unit, the following are some of the key elements that need to be considered when formulating the vision statement of a local government unit (LGU):

Element 1 – Qualities of the people as society (Social Sector): This element refers to the social and cultural attributes of the LGU's constituents. It includes the LGU's human resources, demographic profile, values, beliefs, and social capital. Element 2 – Nature of the local economy (Economic Sector): This element refers to the economic characteristics of the LGU, including its industries, businesses, natural resources, and competitive advantages. It includes the LGU's economic potential and opportunities for growth and development.

Element 3 – State of the natural environment (Environment Sector): This element refers to the environmental conditions of the LGU, including its natural resources, biodiversity, and ecosystems. It includes the LGU's environmental challenges and opportunities for environmental conservation and sustainability.

Element 4 – Condition of the built environment (Infrastructure Sector): This element refers to the physical infrastructure and urban development of the LGU. It includes the LGU's built environment, such as its buildings, roads, transportation systems, and public spaces.

Element 5 – Capacity and qualities of the local leadership (Institutional Sector): This element refers to the leadership capacity and qualities of the LGU's officials and employees. It includes the LGU's governance structures, administrative systems, and institutional arrangements. It also includes the LGU's leadership values and qualities, such as transparency, accountability, responsiveness, and inclusiveness.

By considering these 5 key elements, the LGU can develop a comprehensive and integrated vision statement that reflects the aspirations and needs of its constituents and that guides its development efforts towards a sustainable and equitable future.

The Municipality of Rosario, Batangas has 10 vision element descriptors for its Comprehensive Land Use Plan.
